In "the legacies of literacy" how does H. Graff view printing and writing with respect to whether they are agents to change? Answer briefly?

Discuss 'Legacies of Literacy' according to Harvey Graff -- something about change and advancement in modern literacy I think
شوفي هالجواب من ملف الاخت فراشة الله يجزاها خير [LIST][*]Graff refutes the belief that the acquisition of literacy has a generalized effect on socio-economic development, the social order and individuals’ lives.[/LIST][LIST][*]He sees the current literacy situation in the West as being based on a ‘myth’. [/LIST][LIST][*]However, he notes that literacy continued to develop throughout the Western history. A great part of his article is devoted to this development of Western literacy practices.[/LIST][LIST][*]Literacy, he said, became vital when technology was introduced to the West in the 19th century.[/LIST][LIST][*]One of the major tenets of his argument is that the definition of literacy must be made explicit so that it can be used comparatively over time and space.[/LIST][LIST][*]Literacy must be concerned with the human capacity to use a set of techniques for decoding and reproducing printed material, he adds.[/LIST][LIST][*]He also notes that literacy must be used in precise, historically specific material and cultural contexts.[*]Moreover, Graff observes that uncontrolled literacy has been seen as “a threat to social order.” (LLSP, p. 127)[*]His article provides a well-re******ed representation of literacy practices obtained from literacy sources (census, wills, deeds, inventories, depositions, etc.) in North America and Europe. [/LIST][LIST][*]He refers to the age of Reformation in Europe (in the 16th century AD) when literacy acquired a new meaning before the advent of technology.[*]Because Sweden made reading compulsory in the 17th century, Graff stressed, “within a century, remarkably high levels of literacy among the population existed.” (LLSP, p.127) [/LIST]

. There are 3 phases in which people have been mobilized: In the first phase, there was a movement to replace Urdu in official institutions [i.e. schools- courts] with vernacular tongues [Punjabi- Hindi], while in the 2nd and 3rd phases, the conflict was between Hindi & Punjabi:

(1) The Punjabi Hindus in Britain who brought up & educated around or before the independence period (1900-1947):
- Urdu was the language used in media &education (alongside English).
- Punjabi did not have any support in education or in the media.
- Hindi & Urdu were the languages of the informal exchange.
- Punjabi Hindus had positive feelings towards Hindi/ Devangari & negative feelings towards Punjabi / Gurmukhi
- Punjabi/ Gurmukhi was promoted only by voluntary classes.
(2)Punjabi Hindus brought up in the post independence period were affected by different socio-cultural conditions (1947-1966):
-Urdu was no longer used in education & administration.
- There was sharp political and religious conflict or competition between Punjabi & Hindi.
- Education curricular options provided both Punjabi & Hindi.
(3) Punjabi Hindus brought up in the third period (1966- ..)
-Punjabi had become the Punjab state official language.
-Hindi + English were introduced in the 4 & 6 years of schooling as subjects.
-Punjabi Hindus who have very strong Hindu tendencies have to encourage their children to learn Punjabi.
- Hindi acquired a second place.
- Decrease in the publication of books in Hindi & increase in the use of Punjabi in books, radio, & broadcasting.
- the completion between Hindi & Punjabi was in response to the domination of Muslims in the Punjab.
- Punjabi had become the main language of informal discourse.

the political, economic, & religious factors that shaped people's multilingualism in Southall (1950s -1980s).

(1) Literacy in 1950s:
* Britain was in need for the cheap unskilled labor force. This factor attracted many Indian people to immigrate to Britain (Southall).
* The community in Southall consisted only Sikhs, Punjabi, and Hindus males.
* Their main literacy practice was writing letters for their families.
* Few people were able to speak English.
(2) Literacy in 1960:
*There was a significant increase in the number of immigrants [men brought their wives & children].
* Children learnt English in schools.
* Many parents tended to learn English in order to get well-paid jobs, to manage official papers, & to communicate with the children's school.
* There was not so much contact with British people because of the lack of interest to those immigrants & racism on the British's part.

(3) Literacy in 1970s:
* Because of the collapse in Britain's economy, those immigrants found themselves stuck to the working class jobs.
* They had involved to trade unions to protect their rights: they used English in these unions alongside their mother tongues to communicate with people.
* There was a sharp increase in racism & discrimination against them.
* Racism made them aware of the importance of expressing and maintaining their cultural identities through using their languages: they instituted their temples where their languages can be used & offered classes for teaching it
* Some of the subsequent generations (who born and brought up in Britain) refused their cultural traditions and values [i.e. marriage].
* The arrival of South Asians was of great assistance for those immigrants because they were well-educated and had great experience in maintaining their languages.

(4)Literacy in 1980s:
* Religious division between the Sikhs & Hindus began to emerge motivated by the violence between Sikhs & Hindus in the Punjab state in India.
* Southall became the main militant centre that supports the cause of independent Punjab as a separate Sikh nation.
* Sikh temples were important for promoting Sikh culture & language.
* Hindu temples were important for promoting the Hindi culture and language.
*Another group had been formed consisted of Hindus & Sikhs who believe in an Indian national cause: they believed in the promotion of Hindi and Punjab languages as symbols for Hindi and Sikh cultures rather than the Sikh and Hindu religions


discusses the role of minority literacy practices in Britain.
(1) The educational role of minority literacies:
* Because of the conflict between Sikh and Hindus, each group used its language in schools.
* The two languages (Punjabi + Hindu) became part of the curriculum in Southall.
* Multiliteracy was so obvious in schools in which English + Punjabi+ Hindu were used in schools.

(2) The commercial role of minority literacies:
* During the boom period in Britain; the government enterprise schemes gave support to new business.
* Many Indians set up their businesses, like trading of local goods [food + clothes] which were not available in Britain.
* Those who deal with large international exporting from India communicated in English, while those who deal with simple businesses used their tongue languages.
* Setting up Indian restaurants with multiliteracy menus.

(3) The institutional role of minority litercies:
* Social service agencies [hospitals – police-community relations office] had been available in minority languages by the state for those who live in Britain.
* Leaflets about health, safety & law were provided in the tongue languages.
* This helped women and older people who can not speak English.
* This opened up opportunities for jobs in these agencies for those who can speak these languages beside English to work as interpreters and translators.
* tongue languages gained professional status and encouraged younger generations to learn their home languages since they reached this institutional level.
